Senator Rob Portman, Founder of the Portman CenterFor Policy Solutions, made it clear that, “Either you pay now, or you pay later– but much more dearly… If Vladimir Putin has his way and occupies Ukraine,there are four additional NATO countries around the border with Russia –countries with whom we have an Article 5 obligation.”
